A salient example of global changes, which concern no longer individual countries or regions, but mankind as a whole, is the trend for urbanization (urbanisation) and the propagation of million and “megacities” on all continents of the earth, in particular however in the development and developing countries.
In the year 1975 were only 38% of all humans city dwellers. Presumably in the year 2007 more than half of mankind in cities will for the first time live, at the latest 2030 two thirds. This regrouping and compression of mankind are historical without example and carry out themselves with a speed (the cities of the world grow to time annually by 60 millions inhabitants), which puts the innovation ability and strategy of politics, economics and civil company to a hard test.
At the point of this development so-called megacities with more than 10 million inhabitants stand. Their number will grow from only five in the year 1975 on presumably 26 in the year 2015. In addition step numerous further large and towns with millions of inhabitants, which approach rapidly the threshold to ‚the eight-digit `metropolis. These “megacities from tomorrow” are for the policy of special interest, because still the chance of the precaution and the purposeful town development is offered to them.
Important characteristic of the beginning aimed at with the new promotion emphasis is its anchorage in the concept of the lasting development. Ecological, economical and social facets of the town development are considered in a closed concept. That means that the project topics itself not at one-time jobs (like e.g. “Water circulations”), but at concrete need fields (thus e.g. “Water supply”) orient, which all three requests of the lastingness principle include and inevitably multidimensionally and if possible transdisziplinär are investigated.
Aims of the project and emphasis
The development and conversion of exemplary integrated planning and/or management concepts for lasting town development in selected swelling and developing countries are aimed at.
With priority such cities are to be worked on, which are on the way to the megacity from tomorrow, thus fast growing large cities, which offer the potential for the organization of lasting development paths. In this phase of the town development the possibility for economical results anyway due to that to mastering structural changes, if not even cost-neutral detour of resources to lasting development measures. Because these cities play an important role not only for directly humans living therein, but in accordance with their urbanen functions even for larger regions, „the sphere of activity “of a lasting development of such cities is larger than the city.
The beginning pursued here differs from others, in each case at isolated one-time jobs (like e.g. Air quality) setting procedure by the fact that ecological, economic and social criteria in a closed concept are to be considered.
Is to be proceeded action (i.e. not primarily realization-oriented): When result of the research work contributions become the solution expected of problems, which are for the future development of the examined cities of importance and get going them on the way to a lasting development. The emphasis is thereby on „prevention & therapy “instead of more purely „diagnosis “. Investigations, whose results are transferable in other cases (practice best), become prioritär treated.
Such a action-oriented procedure is not to exclude however the development from visions - on the contrary: conceptions and concepts handing far will be necessary, in order to be able to offer new solutions and innovation strategies.
Education and research are for the developing countries particularly by the urbanisation concerned a piece active preparation on the circulations of the urbanen turn. The educational facilities of numerous countries are prepared for this challenge and from the knowledge transfer and the authority formation (Capacity Building) will profit directly not yet sufficiently, the co-operation projects possible will make. Support with the development of independent education and research capacities in the partner countries represents therefore an express goal of the planned activities. The possibility for the interdisciplinary qualification is ordered to new generation scientists and so durably the establishment of interdisciplinary research networks is supported, which promotes and thus futurable a development going beyond the production time area.
The central goal of the
transdisziplinären project is it to develop strategies and instruments for the
lasting development of a rapidly growing dry region metropolis in central Asia (Urumqi/size
China) in order to promote and guarantee the quality of life on a long-term
basis in the urbanen area. In order to reach this, a close co-operation of
science, local administration and practice exists as well as the economy in the
project. In the further process of the project the change processes material
running off are to be accompanied within the following 10 years by means of
feedback mechanisms.
In the center of the project beginning the cross section topic health is
located. Together with local partners it is operationalisiert by linked closely
with one another the umweltsensitiven key cycles (core cycles) water, waste and
energy.
Over the concrete case example Urumqi outside, are to be developed in the
project on other dry region metropolises transferable instruments and
technologies for a lasting growth.
Urumqi - a fast growing dry region large
city in size China
The investigation area Urumqi is the capital
of the autonomous region Xinjiang in the dry northwest of China.Due to the
extreme wealth at Bodenschätzen, in particular coal, natural gas and oil, an
economic growth of 17%, even above average in the Chinese comparison, is to be
registered per annum. Due to the positive economic conditions the total
population of Urumqi grows strongly on for years (at present over 4 millions
inhabitants). These changes happen before the background of fundamental
gesellschaftssystemarer transformation processes, which seize the entire State
of China
Besides carries out itself rapid
growth Urumqis in an ecologically high-sensitive dry region, which will place
the region and its humans in the next years before completely special
challenges. Here the research project sets.
Urumqi - as model
With the growth of the dye Urumqi
environmental problems are linked, which are typical for cities in dry regions.
These are by limited ecological resources as well as a large sensitivity and
reactivity opposite natural (global CHANGEs) and anthropogen caused (human
Impact) changes characterized. The sensitivity in relation to internal and
external influences on the urban life in arid areas concerns all functional
reciprocal effects between the social, economic and ecological dynamics. Despite
the large risk potential the special conditions, on which the development of a
dry region megacity carries out itself, were examined so far only few. With its
present development dynamism Urumqi anticipates a process, which many further
dry region large cities with large curiosity pursue. This applies in particular
to metropolises in central Asia (v.a. in the former Soviet republics), in
addition, in the middle east and/or at the edge of the Sahara. So that the
project its requirement for transferability fairly will and the specific action
need in Urumqi, do not only have the management strategies, training course
contents and technologies which can be developed at the substantial set screws
not to only set, but to be arranged at the same time also sufficiently flexible
Methodology of the promotion emphasis
An important element of the advancement program will be the user-oriented and partizipative beginning: Decision relevant orientation and action knowledge can be developed earliest in the practical dialogue with the countries, regions and cities, which are affected by the megaurbanisation. Task of the research promoted by the BMBF will be it, together with research establishments in the selected countries and regions as well as in close coordination with locally the institutions of proposals for solution and strategies for a lasting organization that, responsible for the urbane development, mega+ urbanen regions of the future to compile and in the form of pilot studies also convert. Relevant groups of interests from politics, economics and society are to be merged from the outset, so that the treated questions are co-ordinated with material needs.
Synergies with existing or itself parallel developing national and international research programs and other initiatives are to be used, in order to create as efficiently as possible the necessary information knowledge. An integration into „the scientific-technologic co-operation “(WTZ) of the BMBF is to be aimed at.
The goals specified above can be achieved meaningfully only interdisciplinary. To the Interdisziplinarität however expressly also the conscious attention of problem-immanent multi-dimensionality is to come. As already above suggested, it does not make a sense regarding individual aspects or problems detached from the context. If topic fields are treated, which are with priority in one of the three dimensions of the lastingness settled, the remaining two dimensions must be always considered as system-determining with.
The selection that topic fields in detail which can be examined will orient itself in dependence of concrete interests of the respective partners at different need fields, among other things the Sicherstellung of bases of life within action ranges such as nutrition, water supply, clean air, a building and dwelling or existence safety device and job markets. However these topics are to be treated within the defined framework, which is given to the megacity and/or urbanisation problem with lasting development over the linkage.
Structure and conversion of the promotion emphasis
Before beginning of the actual project promotion a two-year advance phase is accomplished, while the German experts with representatives of the partner countries are to develop a common research concept. In this advance phase travel expenses, execution are promoted by Workshops in the twin cities, measures of the Capacity Building and Ä.
For the selection of the projects which can be taken up to the Vorphase first an advertisement will take place from idea sketches. This advertisement is provided with one longer than usually set request period (approx. 4-6 months), since the idea sketches are to be already carried by partners made of Germany and the cities which can be examined together. Possibilities are to be examined whether the journeys in the partner countries and/or Workshops, necessary for the tuning of the idea sketches, can be supported locally from means of the international cooperation.
The BMBF will select those including the expert knowledge of external consultants requests which can be promoted. The selected sketches are then prepared in co-operation with the partner country to detailed project plans. This planning phase is financially promoted on the part of the BMBF (v. A. Workshops, journeys,…).
Following this preparatory phase the actual projects will be promoted by means of one period from 3 time 3 years. Beyond that Begleitvorhaben and project groups can be developed to superordinate questions. During this implementation phase a co-operation is aimed at with institutions of development co-operation.
Extent of the project
The project promotion by the
BMBF covers first a two-year set UP phase (September 2005 - August 2007). During
this time the contacts are removed to the relevant participants in Urumqi and
the surrounding province Changji and the central needs of humans are identified.
For the individual key cycles already first concepts are to be developed.
Particularly success promising projects further years can be promoted with a
following extension up to nine.

Federal Ministry for
education and research
Research and development in
areas such as chemistry and materials science, semiconductors, laser and plasma
technology together with the latest production processes are the basis for new
technological developments of tomorrow. The BMBF provides financial support for
innovative projects and ideas under targeted research funding programmes.
The range covers everything from basic scientific research, environmentally
friendly sustainable development, new technologies, information and
communication technologies, the life sciences, work design; structural research
funding at institutions of higher education to innovation support and technology
transfer.
Research funding supports scientific institutions and enterprises. The BMBF also
funds individual researchers via special funding institutions.
The BMBF is headed by Federal
Minister Dr. Annette Schavan. She will be supported in fulfilling her duties by
the Parliamentary State Secreteraries Thomas Rachel and Andreas Storm and the
Permanent State Secretaries Michael Thielen and Prof. Dr. Frieder Meyer-Krahmer
